Dezhou, Shandong – Lu'en New Materials Technology plans to build a new 20kT/year polyurethane amine catalysts plant in Dezhou, Shandong.
The project is undergoing its second public environmental impact review. This started in February.
An environmental impact report said that the plant will be located at the existing site of Lu'en in the Dezhou Yunhe Economic Development Zone. It will cover 12,000 m2 and it is expected to cost CNY 120m ($18m).
The project has a portfolio of 12 catalysts, including PMDETA, DMP-30, TMAEEA, DMAEE and DPA. It will be built in two phases. The major products are PMDETA with 8.6kT/year capacity, and DMP-30 with 6.6kT/year capacity.
Phase one, with 11kT/year capacity, is slated to come on stream in 2019, according to the report. Phase two, with 9kT/year capacity, is set to become operational in 2020.
Lu'en said the plant's 35 new employees will generate CNY 41m annual net profit. This assumes CNY 316m sales, said the report.
Lu'en New Materials is a subsidiary of polyol maker Dezhou Dehua Chemical.
