Massachusetts, US – A bill containing an extended producer responsibility for mattresses has been signed by Massachusetts governor Maura Healey. It is included in a compromise energy bill that includes a provision to create a special legislative commission. This body would recommend EPR policies to the state legislature.
This commission is tasked with recommending detailed EPR strategies and programmes by mid-January 2026. These would cover various product categories, including mattresses. For each category, this will include a proposed structure for collection, processing and financial responsibility, and information on the cost impacts of residential kerbside collection or transfer station operations and on-site processing costs.
The commission is set to host four public meetings, and the mattress trade association ISPA said it will participate in these. It also plans to submit public comments once the policy recommendations are published.
